Grünbuch der Europäischen Kommission zum Glücksspielmarkt kommt wohl erst 2011

Der für den Binnenmarkt zuständige Kommissar Michel Barnier hatte schon vor mehreren Monaten ein sogenanntes Grünbuch (green paper) zum Glücksspiel angekündigt. Zuletzt hatte er im Oktober verkündet, dass die Europäische Kommission am 9. November 2010 ein entsprechendes Grünbuch als Diskussionsgrundlage veröffentlichen werde (was allerdings dann nicht erfolgte). Das Grünbuch soll nunmehr Anfang 2011 vorgelegt werden. Es könnte einen ersten Schritt hin zu einer Harmonisierung der sehr unterschiedlichen nationalen Regelungen innerhalb der Europäischen Union bedeuten. Aus dem Grünbuch wird nach einem Konsultationsprozess in der Regel ein sog. Weißbuch (white paper) entwickelt, in dem konkrete Schritte und Regelungen vorgeschlagen werden.
