Activity file to avoid simultaneous play on multiple gaming platforms in parallel (LUGAS)

The state-run ‘Cross-Province Gambling Supervision System’ (LUGAS) equipped with an activity file for the prevention of parallel gambling according to the GlüStV is designed to protect players and ensure compliance with gambling regulations by monitoring providers.

This central database records all activations and deactivations for each player across all providers. If a player attempts to register actively on multiple gambling platforms simultaneously, any further activation is prevented after the first active session.

When a player logs off from a gaming platform or switches providers, a mandatory five minutes waiting period must be observed. If a player is marked as ‘active’ by a provider in the system, they cannot be activated by any other provider. If this status is erroneously maintained by a provider for an extended period, the LUGAS system automatically sets the player to ‘inactive’ after a specific duration.

Each time an activity is set, the player ID and their activity status (active/inactive) are transmitted to LUGAS. The activity file confirms or rejects the registration in real time.

Gaming operators manage the following data via authorised access:

  • registration of a player
  • changes to player data
  • changes to the player ID
  • Setting active/inactive statuses

The data in the LUGAS system is deleted once the players gaming account with the provider is closed.

License holders are responsible for paying fees to the supervisory authority for the operation and maintenance of the LUGAS system.
