LUGAS Safe-Server of the Cross-Border Gambling Supervision System
The State-Run ‘Cross-State Gambling Supervision System’ (LUGAS), governed by the German State Treaty on Gambling GlüStV, operates a central database that collects relevant information on gambling activities.
This system is designed to:
- Monitor compliance with regulatory requirements,
- Prevent manipulation, particularly by gambling operators,
- Create a database to evaluate the effectiveness of the State Treaty on Gambling (2021),
- Review operators ability to detect early signs of gambling addiction.
Gambling providers are required to accurately record the necessary data and ensure its immediate availability for transmission.
Data collection is performed independently by gambling operators using secure servers. These safe servers must be set up and maintained at the operators expense. The evaluation system regularly accesses these safe servers to download and process the data. The specific data and its required format are outlined in the ‘Technical Guideline for Safe Servers’.
The insic Safe Server:

- validates the data for correct form and content,
- rejects non-compliant data with error messages before transmission,
- adjusts formats and structures for certain events if necessary,
- allows for data corrections,
- combines event groups,
- generates data chunks and
- makes this data available to the authorities
