London/Munich, November 23, 2007: The gambling markets in South and Latin America have so far largely been uncharted territory on the strategic maps of many global gambling companies. But as the global market environments and regulations change rapidly, more and more eyes (e.g., Internet gambling heavyweight Bwin in Argentina and Mexico) also turn to alternative gambling markets beyond the traditional key markets in the US and Europe.

London/Munich/Milan, April 11, 2007: After the decision of the European Court of Justice in the Placanica case and the recent tender that allowed a large number of online and land-based gambling operators to enter the Italian market, all eyes are now turning to Italy and its role in the liberalisation of European gambling markets. The consulting firm MECN’s new study and survey “The Italian Gambling Market - a Forerunner in the Liberalisation of European Gambling Markets” analyses the Italian gambling market in detail.

Aber das 200-Seiten Dokument des Bundeskartellamtes äußert sich nicht nur zu dem von der Fluxx AG eingebrachten Sachverhalt, sondern kann als bisher deutlichstes Plädoyer einer öffentlichen Instanz für eine deutschland- und sogar europaweite Liberalisierung des Glücksspielmarktes gesehen werden.

Die in der Wettbranche lang erwartete Entscheidung des BVerfG ist heute nun bekannt gegeben worden. Zusammenfassend lässt sich sagen, dass weder die staatlichen noch die privaten Anbieter sich als Gewinner fühlen können. Wenn es Gewinner gibt, dann sind es vor allem ausländische und schwer zu regulierende Internet-Wettanbieter sowie die Bundesländer und der Staat.

Deutschland hat im internationalen Vergleich einen eher unterentwickelten Wettmarkt. So wettet man in den Nachbarstaaten schon weitaus mehr, aber auch diese Pro-Kopf Einsätze verblassen bei einem Vergleich mit einigen Ländern im asiatischen Raum. Während der Bewohner in Hong Kong z.B. durchschnittlich für ca. USD 1.800 pro Jahr auf Wetten setzt, sind es in Deutschland lediglich geschätzte USD 33 (siehe auch Abbildung).

Der stationäre Vertrieb ist in Deutschland noch die dominante Vertriebsform, auch wenn Online-Anbieter wie BetandWin und Jaxx/Fluxx dies in naher Zukunft ändern könnten. Zu unterscheiden sind, insbesondere hinsichtlich der durch die Annahmestellen angesprochenen Zielgruppen, Annahmestellen des deutschen Lottoblocks, private Wettannahmestellen und Buchmacher und Buchmacher auf Pferderennbahnen. Die Vertriebsmacht - 26.000 Annahmestellen des Lottoblocks: Wichtigste Vertriebssäule des Wettmarktes sind die ca. 26.000 Annahmestellen des deutschen Lottoblocks, welche sich von Kiosken in U-Bahnhöfen bis Wett- und Lottoecken in Kaufhäusern erstrecken.

Online betting is becoming more and more important in the German betting market and is dominated by private operators such as BetandWin. However, meanwhile also operators traditionally focused on the retail business are beginning to add Internet offers to their line of sales channels (e.g., Springer/oneXtwo, Hobiger/Wetten.de, ...). The online operators Jaxx/Fluxx and Tipp24, both of which serve as brokers for the state operator DLTB, are especially important in this market. A few years ago they took advantage of the DLTB’s weaknesses on the Internet and offered the Oddset bets as well as lottery products of the DLTB via the Internet.

Auch wenn die privaten Wettanbieter sowie auch die staatlichen (u.a. durch ihre Vertriebspartner) den stationären Vertriebskanal weiterhin ausbauen, so scheint doch vor allem das Internet die Wachstumsphantasien der Branche zu beflügeln. Wesentliche Gründe hierfür: Wie kaum ein anderes Produkt eignen sich Wetten und Lotto für die Abwicklung via digitaler Medien.

Auch wenn sich das Interesse der Öffentlichkeit in weiten Teilen auf den Wettmarkt fokussiert, ist dieser nur ein Teil des deutschen Glücksspielmarktes. Insgesamt hat der deutsche Markt, gemessen an den erwirtschafteten Spielerträgen eine Größe von ca. Euro 30-31 Mrd. jährlich. Gemessen am Gesamtmarkt hat der Bereich Wetten aktuell einen Marktanteil von 5%-10%. Er ist aber, zusammen mit dem Online-Vertriebskanal, der einzige Bereich mit signifikantem Wachstum.

Since several years many things have changed in regards to the structure of the German betting market. In the past the punter only had a chance to bet with two (more or less exiting) state offers and some heavy punters found their way to the limited number of private horse betting operators.
