Last week's 2025 Gaming in Germany Conference once again brought together key stakeholders in Germany's regulated iGaming industry.

“Let's reclaim the market”

During his opening remarks, Gaming in Germany founder Willem van Oort launched a call to action to reclaim Germany's online gambling market from unlicensed competitors.

Van Oort suggested four concrete courses of action to weaken the influence of illegal operators:

  1. We must find ways to stop the flow of players toward illegal operators by forcing Big Tech to comply with applicable regulations.
  2. Suppliers of criminal enterprises must be shut out from doing business with licensed operators. Tipico's groundbreaking Trusted Partner Program offers an excellent example of how this can be done.
  3. B2B licensing is an important tool that authorities could use to weaken the infrastructure that supports illegal operators.
  4. Gambling regulators should consider developing close working relationships with criminal enforcement agencies as regulatory authorities are generally designed to supervise regulated markets, not to go after organized crime.
