Bet3000 responded to the accusations with an open letter to the GGL, published on ISA-GUIDE in May 2025. In this statement, the management rejected the allegations, referred to submitted technical evidence, and emphasised the economic consequences of the licence withdrawal.
A turning point followed shortly afterwards: On 4 June 2025, the Administrative Court of Halle ruled that the immediate enforcement of the withdrawal was unlawful and that the revocation itself was legally flawed. This allowed Bet3000 to once again make full use of its nationwide licence – including online betting. At the same time, Bet3000 expanded its activities in Austria. At the end of June 2025, Bet3000 Austria received a bookmaker’s licence in Upper Austria for both retail and online operations. The launch of bet3000.at and the opening of flagship stores in Linz are planned for the fourth quarter of 2025. However, the legal battle in Germany continued. In September 2025, it became known that Bet3000’s online operations were once again no longer listed on the GGL whitelist. The background: the Higher Administrative Court of Saxony-Anhalt only partially restored the suspensive effect of Bet3000’s appeal against the withdrawal. While retail betting shops are allowed to continue operations until the main proceedings are concluded, the immediate enforcement remains in place for the online sector.
This means that the legal situation remains uncertain: retail betting can continue, but Bet3000’s online business is blocked once again. The final decision will come only in the main proceedings, which will determine whether the GGL may uphold the withdrawal permanently or whether Bet3000 will regain its online licence.
