Once again, legislation has been introduced before the US Congress seeking to manage the usage of the UIGEA while mitigating the harmful effects. Republican Pete Sessions has composed a measure designed to remove the vagaries of the UIGEA, as well as specify exactly what illegal conduct is targeted. Sessions’ bill acknowledges the confusion and disarray caused by the UIGEA. It also states the conflicting and outdated nature of American laws concerning gambling.

The Internal Revenue Service has seized over USD 24 million from two companies that were processing payments for an Internet gambling site, Bodog. The seizures, detailed in recently released court documents, included USD 14.2 million from JBL Services in January and February, and USD 9.87 million from ZipPayments in early July. However, Bodog, more recently known as Bodoglife, continues to operate and process payments.

In the UK, the Gambling Commission has released a report detailing its activities over the past twelve months that revealed it approved 3,428 operators with 4,199 operating licenses. The Gambling Commission, which was established in 2005 and took over the role previously played by the Gaming Board for Great Britain in regulating casinos, bingo, gaming machines and lotteries, stated that some operators had been granted with both remote and non-remote licenses.

After being approved by Parliament in May, President Thabo Mbeki has signed South African National Gambling Amendment Bill into law but, frustratingly, the legislation will not be implemented ‘until a date chosen by the President’. With the President’s signature, South Africa has become the latest nation to legalize online gambling but it could still be some time before operations begin as officials work out on how to implement all of the new legislation in the Bill.

Quebec racehorse trainer Marc Camirand has a pointed but inspired suggestion for Loto-Québec. Now that the provincial gaming corporation has apparently found a cure for problem gambling with its self-designed "ludoplex" centres at the racetracks in Quebec City and Trois Rivières, Camirand says the socially responsible thing to do would be to also convert the Montreal Casino into a ludoplex.
