Limit file of the cross-province gambling supervision system (LUGAS)

The state ‘Cross-Province Gambling Supervision System’ (LUGAS) which includes central database for controlling deposits limits (limit file) is regulated under the GlüStV. This system serves to protect players by limiting stakes and preventing excessive gambling. It also facilitates the control and monitoring of gambling providers.

This central database records all deposits and the monthly total across all providers for each player. If a player exceeds the monthly deposit limit of €1,000, the limit file will preven further deposit. Until the end of the month, no additional deposits are permitted on licensed German gambling platforms.

A limit reduction requested by the player takes effect immediately. Conversely, a limit increase is active after seven days. The deposit limit may be increased beyond €1,000 following a credit check by the provider.

Every time a deposit is made, data regarding the deposit amount the player ID is transmitted to LUGAS. The LUGAS limit file confirms or rejects the deposit in real time via a web service.

Gambling providers manage the following data via an authorised access:

  • Registering a player
  • Changing player data
  • Processing deposits for a player
  • Changing the player ID
  • Adjusting the deposit limit

The data in the LUGAS system is deleted by the provider when the player account is closed.

License holders are responsible for paying the fees associated with the LUGAS system to the supervisory authority.
