The French gambling authority ANJ has reviewed action plans submitted by licensed gambling operators to combat fraud, money laundering and terrorist financing. The assessment indicates that most companies have shown progress in their compliance efforts, aligning with previous recommendations. However, the ANJ has specified areas needing further attention and established concrete requirements for the 2025 year.
In 2024, the ANJ monitored the operators’ progress through individual evaluations and support discussions focused on compliance. This resulted in gains in anomaly detection systems, resource allocation and the quality of reports sent to TRACFIN (France’s Financial Intelligence Unit). Some of the operators have committed to making their AML/CFT measures stronger in 2025 by increasing staff numbers, improving professional training and refining internal control methods.
Key areas of focus for 2025 include boosting the accuracy of submitted information, increasing oversight of retailers with exclusive rights, improving risk-based alert systems and increasing both the quality and number of TRACFIN reports. To support these commitments, the ANJ will put in place a monitoring program consistent with financial regulations.
While the French regulator has given its approval to the industry’s action plans, it seeks stricter adherence, particularly concerning the prohibition of sales to minors. The ANJ has also called for stronger systems to identify and aid individuals with gambling problems. This could entail identifying excessive gambling at the point of sale and developing a training and monitoring program for retailers.
