The bill to legalize the operation of games of chance in Brazil, including bingo, gambling, and casinos, has been voted on by the Senate's Constitution and Justice Committee (CCJ). This landmark proposal sets forth comprehensive regulations for the operation, inspection, and control of various gaming activities. It also outlines the taxation framework for both betting operators and prize winnings, in addition to ensuring a range of rights for players.
Initially approved by the Chamber of Deputies at the beginning of 2022, the bill encountered numerous hurdles during its journey through the Federal Senate. With its recent approval by the CCJ, the casino and bingo legislation is now poised to be presented to the full Senate for further deliberation.
According to the proposal, casinos will be permitted in tourist destinations or integrated leisure complexes, such as luxury hotels with a minimum of 100 rooms, which will also feature restaurants, bars, and venues for events and cultural activities. Each state and the Federal District will be allowed to host one casino, with exceptions made for São Paulo, which can have up to three casinos, and for Minas Gerais, Rio de Janeiro, Amazonas, and Pará, which may have up to two casinos each, reflecting the larger population or territorial size of these regions.
Senator Irajá emphasized that the bill aims to bolster tourism, stimulate economic growth, and ensure security and transparency in gaming operations. He highlighted the potential of the proposal to attract R$44 billion in investments, create 700,000 direct jobs, and double the influx of foreign tourists to Brazil.
